   4 userreg \- create an account for a person known to Moira

   9 will take over the terminal, and in a user friendly way ask for the
  10 user's full name and ID number, then allow them to chose a login name
  11 and a password and create their account.  All access to the Moira
  12 database and Kerberos server is through the
  13 .B reg_svr
  14 running on the Moira server machine.  Many of the screens of helpful
  15 text that are displayed for the user are contained in text files in
  16 the working directory of
  17 .B userreg.

  19 When
  20 .B userreg
  21 first starts, it checks the file
  22 .B disabled.times
  23 to determine if it is allowed to register people now.  This file
  24 contains lines in
  25 .I crontab
  26 format indicating times when users are not allowed to register.  The
  27 command field of these lines contain a text message that is displayed
  28 if there is a match for the time interval on that line.
