     [readconf.c readconf.h ssh-keysign.c ssh.c]
     perform strict ownership and modes checks for ~/.ssh/config files,
     as these can be used to execute arbitrary programs; ok markus@
     NB. ssh will now exit when it detects a config with poor permissions
