Added support for handling Kerberos ".root" instances.
These instances are created/added to the appropriate lists if the user
is an active user.  The pts id of the .root instance is that of the
user + 65536.

Removed "migrate" from list of utilities to build, by default.
Converted things over to use imbedded sql instead of imbedded quel.
