Added library for simple queue routines

This version seems to to everything pretty well, deletes have been
rechecked, all references to allmaint have been sucessfully removed, menu
restructuring completed, still no kerberos support in register.

This is another incrementatal revision that is pretty stable, and most
references to allmaint have been removed, to facilitate this the old
files allmaint.h and allmaint_func.h have been renamed to defs.h and f_defs.h

Added comments and did some cleaning up in preparation for rewrite.
This version will not run; the last version that will is 1.8.

Active account means status == 1, not status != 0; Punt lock detection

This version seems to implement almost all correctly, more testing
is needed, and the menus need restructuring, but most of the routines
are there, the one glaring hole is that there is no kerberous support
in the register user query yet.
