A bunch of cleanup:

- make the long form of the "lr" option "listreservation" for
consistancy with "dr" and "ar".

- add a real usage message.

- handle MR_NO_MATCH in code to deactivate matching list/filesys when
deactivating a user.

- Don't require a username when create_flag is set.
