If we're using GDSS, #define DO_GDSS, so that the gen/Imakefile
can test against DO_GDSS.  (gen/Imakefile was previously testing against
GDSS, which was unfortunately getting #undef'ed in Imake.rules; thus,
the sis.gen program was never getting built.)
